BURKE, Chief Justice. Opinion Plancich and Wicorek sued the State of Alaska, the City of Yakutat, and four individual Yakutat city officials, alleging negligence. This is an appeal from an order granting summary judgment in favor of the defendants. The trial court found that the defendants owed no duty of care to the plaintiffs. 1 We reverse. I
