Oomphel in the Sky

On the twin-sunned world of Kwannon, newsman Miles Gilbert is racing to understand a crisis that Terran officials keep misreading as mere labor trouble. Miles then proposes Operation Shoonoo: housing detained shoonoon under military guard in a building he controls so their behavior can be studied.
