COMPTON, Justice. Seven environmental groups 1 and the City of Kaktovik ("Trustees") challenged the State's sale of Oil and Gas Lease 55
(Sale 55). They contend that the Department of Natural Resources (DNR) failed to consider several issues when it determined
that the sale was in the "best interests" of Alaska. Arco Alaska, Inc., Chevron U.S.A., Inc., Phillips Petroleum Co., and
Standard Alaska Petroleum Co. intervened.
