This case presents the issue of whether a borough, which forms a regional police department with two townships, commits an unfair labor practice by refusing to abide by an Act 1111 interest arbitration award which was not appealed, where the award relates to the borough's police pension fund. For the reasons that follow, we reverse the order of the Commonwealth Court.
