Terror in the Shadows

It's summertime in New York City, and The Midtown Strangler roams the hot, hazy streets at night. His victims are both women and men, and he strangles them with a cord. 

Wearing a terrifying LED mask and a hoodie, he wanders through neighborhoods making his presence known. With Chief Kitrick taking the reins, the police department is on the streets day and night trying to hunt down and stop the killer before more innocent people die. 

People are afraid to go out after dark. They modify their schedules to ensure they're home before sunset. How long will it take before the killer makes a mistake that leads to his capture? Can Chief Kitrick and his officers make the streets safe at night again?
