When Colombian national treasures mysteriously disappear on a loan to a New York museum, the country is in uproar - and the US the prime suspect. To ease tensions between the two powers, the US tasks Cougar, head of top-performing Black Ops unit Trinity, with relocating the artifacts and returning them to their rightful owners.

Meanwhile, a recently restored C-47 is lost at sea and its two pilots vanish with it. But the pilot's daughter Amelia is adamant that her father isn't dead. As Cougar continues his investigation, the two seemingly unconnected cases collide - and Amelia goes missing too.
