Harold und George sind an ihrer Schule die Streiche-Meister und haben ständig Ärger mit dem fiesen Rektor Mr. Krupp. Eher zufällig gelingt es ihnen Mr. Krupp zu hypnotisieren, und so erschaffen die beiden einen neuen Superhelden: Wann immer jemand mit den Fingern schnippt, wird der miesepetrige Rektor zum gutgelaunten, Unterhose und Umhang tragenden Captain Underpants. Leider ist der Feinripp-Held enorm tollpatschig und gerät von einem Schlamassel ins nächste. Um ihn vor größerem Ärger zu bewahren, müssen Harold und George ihren gesamten Einfallsreichtum aufwenden.
