This United States Air Force manual, Air Force Tactics, Techniques, and Procedures AFTTP 3-32.34 Volume 1 Civil Engineer Bare Base Development October 2023, describes civil engineer concepts and approaches to bare base development in support of Air Force Instruction (AFI) 10-210, Prime Base Engineer Emergency Force (BEEF) Program, and AFI 10-209, RED HORSE Program. This publication applies to the Regular Air Force, the Air Force Reserve, and the Air National Guard. This publication previews techniques and procedures for establishing and developing contingency locations using Air Force civil engineer distinctive skills and capabilities-based equipment configurations. This AFTTP is nondirective and does not replace technical orders and manuals, or any applicable mandatory procedures or instructions.
