D. Paul Hoblit v. Commissioner Natural

Paul Hoblit appealed a decision by the Commissioner of Natural Resources to sell state land to Hoblits neighbor Stephen Nathanson. The superior court dismissed Hoblits appeal for lack of standing. Hoblit now brings this appeal from the superior courts ruling. Hoblits standing to challenge the administrative decision is the sole issue in this appeal.
