RAMALLAH, The West Bank--Rami Abdulhadi, the marketing director of the only joint Israeli-Palestinian Internet start-up, stares up at a pair of watch towers shrouded in camouflage netting at the entrance to the checkpoint he must cross through to meet his Israeli colleagues. From Ramallah it's only a 40-minute drive to the Israeli city of Modiin, where his counterparts are based on the other side of a barrier that is in some parts hulking concrete slabs and in others chain-link fence, but if there are hold-ups at the checkpoint the journey can take up to two hours. If there is an Israeli army closure on the West Bank for security reasons, they cannot travel at all.
