Linking Community Visioning and Highway Capacity Planning

This report from the second Strategic Highway Research Program (SHRP 2), which is administered by the Transportation Research Board of the National Academies, explores community visioning efforts, identifies steps and activities that might be considered when engaging in visioning, and highlights the links between vision outcomes and transportation planning and project development processes. It presents a model for preparing, creating, and implementing a visioning process.
