If New York, New York is truly the city that never sleeps, then why do so very few people know what's been going on these past few centuries? Who has really been in charge all these years? Each mayor has known, but all of them have kept silent. The police commissioners have known, but so far, they've been able to keep a lid on it. Now it's 2009, and the lid is about to blow sky high from the pressure.
