The DeMarcos Cartel is forcing local businesses to distribute drugs and launder money for criminal enterprises. Those who refuse are eliminated. The cartel's reign of terror forces the police to unfairly crack down on Hispanic and Latino communities, pushing the city to the brink of chaos.

As riots erupt, Cindy gets dragged into the conflict. Police Commissioner Gates wants her to assassinate cartel bosses to regain control of the city. If she refuses, Gates will release evidence implicating her in the murder of a US Senator.

Reactivating her high-tech suit means tapping into a darkness she's barely able to control. A power that nearly destroyed her life.
