JUDGMENT AFFIRMED Plank, J., concurs Webb, J., dissents Plaintiff, Randolph L. Quintana, appeals the dismissal of his complaint alleging negligence by defendants, the City of Westminster and police officer Timothy Torres, on grounds of lack of subject matter jurisdiction under the Colorado Governmental Immunity Act (GIA), § 24-10-106, and § 42-4-108, C.R.S. 2001. We affirm.
