1. INTRODUCTION Telecommunications have become recognised by many local communities as an increasingly important part of their overall economic infrastructure, as important as traditional infrastructure such as roads and bridges. Some writers have gone as far as saying that it is an "essential" community need, alongside transportation and utilities such as water, gas and electricity (Williams, 1995 p. 67). It can be seen as one of the major elements of modern technology, which has been recognised as a major contributor to regional development (Bamberry, 2006).
