[U] Buckner v. Department of Social and Health Services

Brian E. Buckner appeals the dismissal of his appeal from a decision of the Personnel Appeals Board, claiming the superior court erred because he substantially complied with the statutory notice requirements. Because strict compliance is necessary to invoke the superior courts jurisdiction and Buckners service upon the Attorney General did not substitute for service upon the Department of Social and Health Services (DSHS), we affirm.
