Commander Red Schmidt, USN Retired and partner, Chief Mayo, USN Retired are asked by several federal intelligence agencies ONI, FBI and CIA - to find out how and why United Transponder Technologies (UTT) contracted to design the ultra top secret, world wide surveillance system - "Key word" could have lost millions of dollars in the early stages of development.
