The summer of 1945.

Hitler has committed suicide. The Nazi Third Reich has surrendered and Europe celebrates the end of World War II. America now turns it full attention to its invasion plans for the Japanese homeland, and the atomic arms race begins.

Council of Foreign Relations director Jack Hawk receives a telegram that disturbs him greatly: a mysterious and secret submarine rendezvous between Germany and Japan has taken place in the South China Sea, long after the Nazi submarine should have surrendered.
