Publisher Description

We arrived in the "land of the morning calm" (1) during a time somewhat troubled by the crisis triggered by American beef imports and, more generally, by the political woes of the country's then sitting government. The changes ushered in by the new President hold significance for our sector as well as they led to the dismantling of the Ministry of Information and Communication, the strong arm of the ICT sector's industrial policies, and the subsequent inclusion of electronic technologies in the Ministry of Knowledge Economy (MKE), alongside the creation of a joint telecommunications and broadcasting regulatory authority, the Korean Communications Commission (KCC) (2). It is generally acknowledged that the liberal approach apparently being espoused by the new ruling administration could alleviate pressures that have long weighed on operators (3).
