In a near-future New York ruled by corporate surveillance, digital rationing, private security, and algorithmic scarcity, the old order insists it is eternal. The streets know better.

Vera Paulson moves through a city where drones catalogue faces, eviction notices become insulation, and every necessity has been turned into a subscription. Around her, the dispossessed begin to organize: medics in protest camps, warehouse workers with hacked uniforms, tenants defending condemned buildings, couriers running batteries through drone-shadowed alleys, and kitchen crews feeding whole neighborhoods from stolen supply chains and stubborn hope.

At the center of the struggle rises the Inter Industry Syndicate, a fragile and furious alliance of workers, tenants, technicians, organizers, and ordinary people who have learned that survival itself can become rebellion. Their weapons are mesh networks, mutual aid kitchens, leaked documents, barricades, strike committees, and the one thing no system of control can fully price: solidarity.

As Helion and its allies tighten their grip on the city, every act of care becomes an act of defiance. Every meal, every broadcast, every protected elder, every jammed drone, every refusal to leave becomes part of a larger reckoning.

What Is to Be Done? is a dystopian political novel of class struggle, surveillance capitalism, revolutionary organizing, and post-capitalist possibility. It is a story about a city being strangled by profit, and the people who decide to breathe together anyway.
