In the not too distant future climate change unexpectedly leads to Earth dissipating water into space. Glaciers melt but sea levels fall. The world geography changes. Train links can now connect Europe and North America. Two major powers the Federation of European States and the US go to war with each other. Ideologically different they are fighting for fresh water resources. The book tells a story of the first few months of the war through the eyes of several people: a journalist working in New York, a general leading US forces, a young officer in US special forces and a military commander of the European army.
