Abstract The purpose of this paper is to describe, analyze, and assess flood occurrence, effects, and human responses on the Great Lakes and especially on the Lake Erie coast in North America. Over the last few decades much scientific research and planning has been undertaken to examine Great Lakes floods and consider appropriate responses to them. The aim of this paper is to reflect on that experience with the intent of improving our understanding of and response to floods. We do this in terms of a Flood Life Cycle Model and Civics Approach.
