War with humans may be on the horizon, but that doesn't get Abby Stafford out of her duties as the new Chairman of the Pacific Northwest Council of Alphas. She still needs to call a Council meeting. She still needs to form a guard for herself of shifters from regional packs — even though she's got plenty of security guards on Hat Island — ones she can actually trust. And she still needs to meet more pack Alphas and accept their pledge to Council and to her as its Chairman.

So even though times are tense in Seattle, she's heading north to the Canadian and Alaskan packs on the Council ship. Her pack members are taking bets on how many regime changes this trip will cause. So far, she's at seven out of nine visits. Abby just ignores them — they weren't her fault. Really, they weren't.

But here she is on a ship with enough important people to make a bullseye you could see from the moon. What were they thinking? The former council did it all the time, she's reminded. Perhaps. But did they do it with infant twins, a mysterious guard no one can quite see, several people of mythic status, and a collection of scarily smart high school girls?
