Introduction A national competitive strategy requires sound government policies, technology transfer and innovations in national business activities, strong capacity of higher education and research institutions, which must be based on networking and synergetic partnerships. For this purpose it is crucial to illuminate the major aspects of national innovation system (NIS) and scientific methodologies, analyze Georgia's capacity through environmental scanning and suggest practical recommendations for realizing NIS in the country.
