Abstract Attempts to advance the state of planning practice with Aboriginal communities in Winnipeg have met with limited success in recent years. We use the concept of interest convergence to understand the impetus for engaging in planning with Aboriginal communities in Winnipeg. We argue that municipal leaders need to enter into policy and planning co-production with Aboriginal communities as full civic partners, rather than relying on a short-sighted interpretation of expediency and civic authority to act on behalf of Aboriginal peoples. Otherwise attempts at creating urban Aboriginal policies and plans at the municipal level will continue to fail.
