Faramarz Farahani Jalali petitions for review of the Board of Immigration Appeals (BIA) order affirming the Immigration Judges (IJ) decision denying his requests for asylum and prohibition against deportation. Jalali contends that the BIA erred in determining that his refusal to participate in the Iranian military is not a valid ground for political asylum. He further contends that the BIA erred in refusing to consider new documentary evidence he presented to the BIA for the first time on appeal. We have jurisdiction pursuant to 8 U.S.C. 1105a(a) (1988). We affirm the decision of the BIA and deny the petition.
