ABSTRACT A community's comprehensive plan can be an essential tool fur asserting the highest and best use of a property. Familiarity with relevant jurisdictional plans can help protect the appraiser from committing significant errors and omissions; however, important text provisions of the plan can sometimes be overlooked in this process. Policy guidance found throughout the text can strongly influence land development potential through a variety of developmental incentives and restrictions.
