Cropping intensity is affected by the size of irrigated farms, and agricultural production is affected by fragmentation of farms. Agrarian reforms were introduced twice to provide opportunities of land ownership and for social security to farm workers. Yet, a small fraction of big landowners are benefiting from the major portion of the government subsidy for tubewelll installation and on-farm water management.
