Criminals are being murdered in Arizona's Valley of the Sun. 

During a shopping trip while on vacation in Scottsdale, Gabby Williams witnesses a man get shot in front of her eyes before the mysterious gunman disappears.

Through a chain of surprising coincidences, Gabby accidently discovers a series of murders that lead her, and Phoenix police detectives, to expose an evil conspiracy to secretly rid the metro area of dangerous recidivist criminals.
