Andrew Hetler is a local politician who wants to change the government. He begins his career as a councilman, and then becomes the city mayor, but he quickly discovers that revolutionizing the government is not that easy. Opportunity knocks when he is selected as Vice President of the United States, however his best friend and campaign manager has plans that could turn their lives and the world of government upside down.
