The Card Program is the brainchild of an eccentric billionaire and operated by the Foundation, a covert division of the US government. One man pulls the strings of the cardholders he treats like puppets—Colonel Putnam. Day by day, each cardholder wields their unlimited buying power for one extravagance after another.
