Gibson V. City Of San Diego

In this action for a declaratory judgment both parties seek, on allegations of the complaint which are admitted by the answer, to secure judicial construction of certain provisions of the Charter of the City of San Diego relative to computation of the time and completion of service required for retirement on pension by members of the city fire department. Defendants are the City of San Diego and the three members of the Board of Trustees of the Firemen's Relief and Pension Fund of  that city.
