In the last five to ten years we have seen significant change across government in the nature, breadth and governance of information and communication technology (ICT) procurement, the contracting models deployed for it and the rules that apply to it. This paper focuses on the practical implications of these changes for both public and private sector lawyers. It is based on the author’s experience in working on technology projects and issues (primarily for the Crown) since the end of 2006 and publicly available information.
