San Francisco Ecology Center and others brought this action under the Environmental Quality Act of 1970*fn1 (hereinafter "EQA") against the City and County of San Francisco and others to set aside resolutions adopting an environmental impact report ("EIR") and approving the expansion of San Francisco International Airport. The appeal is from a judgment denying a petition for a writ of mandamus.
