[T][U] Officers For Justice V. City And County Of San Francisco

Stephen A. Zimmerman, a Caucasian male police officer, appeals the district courts denial of his motion to intervene, pursuant to Federal Rules of Civil Procedure 24(a) and 24(b), in an action contesting the validity of a San Francisco Police Department promotion examination. The examination was created and administered under the auspices of a consent decree settling a racial and sexual discrimination suit against the City of San Francisco. We affirm.
