MEMORANDUM* Eric William Zessman appeals pro se the dismissal of his civil rights action. Zessman argues that his complaint
states a cause of action under 42 U.S.C. § 1983 because the maintenance and use of arrest records on charges that
were dismissed violates the Amendment's double jeopardy clause. We have jurisdiction under 28 U.S.C. § 1291 and
affirm. I
