PROCEEDINGS. - The commission awarded benefits and found that Paulsen did not carry insurance and was insolvent, so the Fund paid the benefits. None of the parties sought review of this award. At the Funds request, the ALJ amended the award to state that Paulsen was liable for benefits and was to reimburse the Fund directly. Paulsen petitioned for review of the amendment to the award.
