MEMORANDUM* Rick Alton Foley, an Arizona state prisoner, appeals pro se the district court's dismissal of his 42 U.S.C. § 1983 action alleging that the prison official's application of the prison's grievance system violated his right of access to the courts and that prison officials disciplined him for assisting another inmate with legal research. We have jurisdiction under 28 U.S.C. § 1291, and we reverse and remand. Foley contends that the district court erred by dismissing his action for failure to exhaust administrative remedies. This contention has merit.
