The two remaining subsections are limited in their scope. Subsection (c) retains the common law doctrine of parens patriae
jurisdiction. This jurisdictional basis exists when a child has been abandoned and in emergency cases involving child abuse
or neglect; thus, it is reserved for extraordinary circumstances.
