This cause is before us pursuant to jurisdiction granted in article V, section 3(b)(4), Florida Constitution. the First District Court of appeal certified this case as presenting a question of great public importance. Florida Optometric Association v. Firestone, 465 So.2d 1319 (Fla. 1st DCA 1985). The principle question presented is whether the Florida Constitution affords the governor seven or fifteen days to veto a bill presented to him after the legislature has adjourned sine die.
