James Randall Smith v. J. F. Flack

This is an original mandamus proceeding brought by four court-appointed criminal defense attorneys (relators) who seek to compel the Harris County Auditor and Commissioners Court (respondents) to act pursuant to their statutory authority by paying attorney fees in accordance with Article 26.05, ? 1(a) & (e), V.A.C.C.P. (Supp. 1987). We will conditionally grant relief.
