Plaintiff has taken a direct appeal from the court of first instance to this court (Civ. Prac. Act, Â§ 588, subd. 4) asserting the invalidity under the Federal and State Constitutions of 1961 amendments (L. 1961, ch. 337) to the Emergency Housing Rent Control Law.
