Petitioner was arrested and charged with the offense of loitering under an ordinance of the City of Anchorage. She requested the district court to appoint counsel to represent her, but the court held it had no such authority and denied her request. The superior court affirmed the district court ruling on the basis that District Court Criminal Rule 1(j) provided in misdemeanor cases that Criminal Rules 39(b) and 15(c), relating to the appointment of counsel for indigent defendants, had no application. A petition for review has been filed in this court, and all proceedings in the district court have been stayed by order of this court pending the Disposition of the petition.
