Kendrick v. Bland

Plaintiffs appeal the District Courts order denying a motion to hold defendants in contempt for failing to comply with a consent decree issued in Kendrick v. Bland, 541 F. Supp. 21 (W.D. Ky. 1981). For the following reasons, the District Courts denial is AFFIRMED in part and REVERSED in part, and REMANDED to the District Court.
