Is it time to reconsider Kennedy's space policy? The answer to this question is a resounding yes. From the perspective of nearly forty years, the Apollo program had enormous consequences. In this paper I shall discuss a few of them: 1. The Apollo decision has been used as a model for public policy formulation. This is an important legacy of the program, but one that requires reconsideration.
