App. P. 34(a); 10th Cir. R. 34.1.9. The cause is therefore ordered submitted without oral argument. Robert H. Ketchum appeals the dismissal of his civil rights action against the Federal Bureau of Investigation and others in which he alleges, among other things, that the defendants have wrongfully compiled records from 47 different states concerning him. We affirm the district court on the grounds and for the reasons stated in the district court's thorough and scholarly opinion dated May 21, 1991.
