Earth, 1974:

Jim Volcano is supposed to be the editor of a UFO magazine called Saucers. He has always imagined that the purpose of his work is disinformation. But when the KGB start poking around in Egypt looking for an ancient UFO factory, it is time for Overthink to act.

"As an intelligence officer of the galactic government, you will enforce the Starfarer's Law," Wilga tells him. "Living worlds are sacred. Visitors must not interfere."

"There will be no colonisation of Earth," Einar explains, "in any way, or for any reason, however benign."
