Findings that certain teacher misconduct occurred, which were made in quasi-judicial teacher termination proceeding, are entitled to collateral estoppel effect in the teachers defamation action. Findings made in the termination proceeding are not, however, entitled to collateral estoppel effect in the teachers retaliatory discharge and free speech violation claims.
