REAVLEY, Circuit Judge: This case requires that we decide, among other things, whether the City of Dallas unconstitutionally inhibits rights protected by the First Amendment by charging a person with perjury or filing a false report who files a complaint alleging police misconduct which is later administratively determined by the police to be false. We agree with the district court that the First Amendment is not violated and affirm.
