Violet Sorrengail visits her mother's office on Conscription Day, when all 20-year-olds in Navarre must choose a military branch. Violet's late father groomed her for the Scribe Quadrant, but her mother, General Sorrengail, orders her to enter the Rider Quadrant, where she would spend three years battling for her life against her fellow cadets to become a dragon rider. Her sister Mira, a dragon rider, is fighting with General Sorrengail over Violet's dismal prospects at her mother's office because Violet was sickly and undersized due to an illness in infancy. General Sorrengail sticks to her decision even when Mira recalls her brother Brennan, a dragon rider who perished in combat. Mira then prepares Violet for the Basgaith War College and provides her a dragon-scaled corset for protection. Violet should also find their childhood friend Dain Aetos, says Mira. She advises Violet to avoid anyone with a rebel tattoo on their arm; all such children are forced to enter the Rider Quadrant on Conscription Day as punishment for their parents' uprising.
The small parapet between the rider school and the college must be crossed by all cadets. Violet encounters Xaden Riorson, the son of the rebellion leader and a top third-year cadet. They have an instant attraction, yet they hate each other because Violet's mother executed Xaden's father for killing Brennan. Jack, a fellow cadet, tries to kill Violet as she crosses the parapet, reflecting the war college's fierce competition, but Dain saves her. He encourages her to join the scribes and adds her and her new companion Rhiannon to his team. At the last minute, his squad is moved from the Second Wing to the Fourth, under Xaden's command.
